Knowledge and Decisions, by Thomas Sowell

This reissue of Thomas Sowell's classic study of decision making, which includes a preface by the author, updates his seminal work in the context ofThe Vision of the Anointed. Sowell, one of America's most celebrated public intellectuals, describes in concrete detail how knowledge is shared and disseminated throughout modern society. He warns that society suffers from an ever-widening gap between firsthand knowledge and decision making-a gap that threatens not only our economic and political efficiency but our very freedom. This is because actual knowledge is being replaced by assumptions based on an abstract and elitist social vision of what ought to be.

Knowledge and Decisions, a winner of the 1980 Law and Economics Center Prize, was heralded as a landmark work and selected for this prize "because of its cogent contribution to our understanding of the differences between the market process and the process of government." In announcing the award, the center acclaimed that the "contribution to our understanding of the process of regulation alone would make the book important, but in reemphasizing the diversity and efficiency that the market makes possible, [this] work goes deeper and becomes even more significant."

Thomas Sowell is currently a scholar in residence at the Hoover Institution, Stanford University. He has been published in both academic journals and such popular media as the Wall Street Journal, Forbes, and Fortune and writes a syndicated column for newspapers across the country.

Another Must-Read From Thomas Sowell
By Todd Winer
Thomas Sowell has called "Knowledge & Decisions" his "most important and comprehensive work." After completing the book, it nearly impossible to disagree. There are two themes in Mr. Sowell's book. First, knowledge is not a "free good." Knowledge has a cost that isn't universally shared. This truth has important implications. In Mr. Sowell's opinion, capitalism uses knowledge more efficiently and directly than other economic systems. Unfortunately, the link between knowledge and capitalism is also a great political vulnerability. The public can get the economic benefits of capitalism without understanding the economic process. Politicians can exploit economic shortcomings into attacks on the economic process. Every perceived problem - whatever its reality - calls for a political "solution." These political "solutions," however, always give power to those who are removed from the knowledge and feedback mechanisms that undergird real "solutions." Not long ago, for example, the First Lady entrusted herself to radically reform the nation's health care industry. The fact she had no medical training or hadn't even run a drugstore didn't keep her efforts from nearly succeeding. Let us now understand Sowell's second conclusion: When making decisions, the question "who makes the decisions?" is just as important as what gets decided. Most discussion of various issues - from education to health care - overlooks the crucial fact that the most basic decision is WHO makes the decision, under what constraints, and subject to what feedback mechanisms. The great strength of the American Constitution is its system of "checks and balances" and "separation of powers." Here, decisions are made by scores of actors who check each others' ambition. This is different from stating that better decisions will be made when we replace "the bad guys" with "the good guys." When citizens choose to leave power in fewer and fewer hands and then have that power wielded by men who are further and further removed from real life, they are paving the road to despotism. Every citizen wants a better school system for their kids and a better health care system for their parents. But who will wield this power? Washington or local school boards? Who has more expertise on life-or-death matters? Bureaucrats or doctors? Constitutional democracy is a new - and indeed, fragile - form of government. As citizens who lived under Hitler's Germany or Peron's Argentina can attest to, it is easy to give up freedom and hard to get it back. In the second half of Mr. Sowell's book, he documents some disturbing trends in law and politics. These trends run contrary to the two points of Mr. Sowell's book. First published in 1980, there has been a lot of good news since then. Voters are starting to understand the costs of knowledge and the limits of political decision-making. But there is always the temptation to go back to the past. Mr. Sowell's book is an excellent lesson in why we must never travel that path again.

Knowledge can be costly...
By J. Istre
This is indeed one of Sowell's tomes. Knowledge costs are different for different people. Some knowledge is extremely costly to acquire in both time and money. Articulation may not be an expression of knowledge, but a talent for using words; however, some incorrectly think that if someone has good articulation, then he must know what he is speaking of.
Sometimes the most important decision to be made is WHO is to make a decision. The further away from the knowledge on which the decision must be based the "decider" is, the less informaiton he has and he is more likely to make an incorrect decision. This explains the folly of most regulation: generally speaking, regulators cannot know what it is they are regulating. Shocking as this might be, but it takes sometimes years - maybe decades - for one person to gain knowledge in some areas of patient treatment, but yet people in the FDA regulate the medical industry anyway with the total impossibility of them ever knowing even a fraction of a percentage of what they are regulating! Of course, this is not unique to the medical field, but applies to all fields - regulators are too far away from the correct KNOWLEDGE to make some types of decisions. This fact of knowledge is inescapable, permanent, and nobody can change it.
Sowell also shows the effects of insurgent movements on social policy and how the movements still exist long after they have outlived their usefulness - beyond their point of diminishing returns. He also shows how the courts really screwed up the judicial system by crusading for social causes instead of interpreting the constitution. In the quest for "solving" problems, many social insurgent groups forget that some problems will never be solved and we just have to live with the necessary trade-offs such situations present to us - some of these groups forget that their "solutions" create other problems that they did not forsee. They forgot that life's problems is weighing trade-offs and some "solutions" replace one problem with another.
The theme, for the most part, is coming to terms with a fact of life: we must decide what trade-offs we want to live with. We cannot perfectly manage all of the information out there, and some of the information is too costly to get for some people. We must balance what we know against the chances of what we do not know. Much is left to chance and that is life.

Simply a Masterpiece -- and Easy to Read, Too!
By Gary North
Sowell, an economist by training, assumes the economist's standard definition of a scarce resource: "At zero price, there is greater demand than supply." Nothing special here. Then he applies this axiomatic principle to knowledge and decisions based on knowledge. The fun begins. Page after page, he uses this intellectual insight to shoot sacred cows. I have never read any book that offers a greater number of fascinating insights, page for page, based on a seemingly noncontroversial axiom. Modern social policy and far too much of modern social theory are based on this premise: "Accurate knowledge is, or at least should be, a free good. When it is not, the civil government should coerce people to provide it." It is a false premise, and it produces costly errors -- another implication of his premise that accurate knowledge is not a free resource. Buy this book. Read it. Twice. Maybe more. (As an author, I will say this: Sowell makes brilliant writing look too easy and the rest of us look too lazy.)

Review

"Thank goodness for Harley's textbook, The Psychology of Language! I have been recommending it to undergraduate students in my third year ‘Language and Cognition’ course ever since the first edition came out because it provides the ideal resource for accessing basic information about virtually every topic within the domain of psycholinguistics. With each new edition, the coverage becomes increasingly comprehensive and accessible and, while the growing popularity of neuroimaging is acknowledged, an appropriately cautious approach is taken to its contribution to our understanding of language processing. Whether such a stance will hold up in future years is an interesting question – and is the very question that Harley leaves us with." - Marcus Taft, University of New South Wales, Australia

"This excellent book provides a very good overview of topics and controversies and the most important models in the field of psycholinguistics. The breadth is impressive without becoming shallow; the text is engaging and comprehensible. Highly recommended." - Ken Ramshj Christensen, Aarhus University, Denmark

"This edition of Trevor Harley’s introduction to psycholinguistics retains its broad coverage of the science of language, and infuses it with new material that enhances our appreciation of how contemporary tools and findings color the mix of evolving theory and experiment. Harley examines not just how language use can be studied, but what that study can be used for. It’s a timely synthesis, well executed and accessible." - Merrill Garrett, University of Arizona, USA

"Trevor Harley has yet again revised his very successful textbook on psycholinguistics in light of new research. The coverage of this work is quite remarkable and it constitutes the ideal resource for advanced undergraduate students, postgraduate students and researchers interested in the field. He extensively discusses theoretical developments and experimental studies that are leading to the transformation of this field of enquiry." - Martin Pickering, University of Edinburgh, UK

Praise for previous editions:

"It is comprehensive, covering all aspects of psycholinguistics ... As such it is an excellent companion to an undergraduate speech and language therapy degree course, interlinking modules of study into a cohesive whole. It would also be an accessible reference resource for practising therapists." - Kathy Jones-Williams, in Speech & Language Therapy in Practice

"I want this book for me, not just for my students. For the student, it's an exceptionally thorough, but lively, introduction to language use in a wider context. For me, it's a valuable reminder of psycholinguistics's evolution from its concerns with the psychological reality of grammar, to its current spot at the center of modern cognitive neuroscience." - Gary S. Dell, University of Illinois at Urbana-Champaign,USA

"Trevor Harley provides a systematic and lucid introduction to the scientific study of human language use. He traverses a complex range of topics from foundational theory and experiment to practical matters of pedagogy and pathology. It's a winning combination delivered with wit, balanced accuracy, and admirable directness of style." - Professor Merrill Garrett, Psychology Department, University of Arizona, USA

"Harley’s book offers an excellent means of enhancing our understanding of language. It provides a clear, comprehensive and thorough review of the current state of play in psycholinguistics, making it an ideal choice for advanced undergraduate and graduate students." - Annukka Lindell, University of Wales, Bangor, UK

"Harley has thoroughly revised his very successful textbook on psycholinguistics in light of new research. The coverage of this work is quite remarkable and it constitutes the ideal resource for advanced undergraduate students, postgraduate students and researchers interested in the field." - Martin Pickering, University of Edinburgh, UK

will probably upset some linguists
By Suriah
This book appears to be better than it is. One reason our professor had selected it was the use of graphics and such- it looked to be far more engaging than most similar texts. And I will admit, it was more engaging, the stories it added were good and the design of the pages was very well done. However, it was clearly written by a psychologist, not a linguist, there were quite a few mistakes, as well as many waaaay over simplifications. Anyone who has taken at least than an introduction to linguistics could pick out bunches of mistakes, and I'm quite sure my professor was making a list to send to the publisher. There were numerous typos and grammar mistakes, too. I use it from time to time to get an example of a point or check something quickly, but overall it was quite a disappointment.

overall, pretty good
By Bonnie
It covers a lot of topics quickly and includes brief overviews of experiments done by many different researchers. It's well written, but sometimes a little dense. There's a lot of material compacted into each chapter, which can make some concepts a little difficult to understand. Overall, it explained the material well and was interesting as well.

Each Mystery will open your eyes to something you never noticed or thought about before!
By Mary C
You can read this book straight through as it tells the story of a disciple as he learns from the teacher; or you can read this book as a devotional, one lesson that is learned each day. It is a POWERFUL book. Each day's story has a moment that opens your eyes and your heart as to how much God loves us--and how profound His love is. The stories build on each other in the overall theme of the book---God loves us so much and He has a plan for each of us that leads to our becoming One with Him. It is a book that will give you much to think about---365 days worth---surprising you with how intricate God's plan has been from the beginning of time--if you only knew how to discover it. This book will show you how to discover it. At the end of each page is "The Mission"---a way to turn the concept of the day's story into the reality of your life. The Scripture background for each story is also provided for further reading. I cannot recommend this book enough. It is an easy book to read, but each lesson shows amazing insight and depth. The ideas are presented in new ways that are beautifully written and will change your life.

A very good read.
By Jay Gillespie
If you are a member of Jonathan's Hope of the World, you will see in his book here a format much like his monthly Sapphires. He lays out 365 specific mysteries starting at the New Year, telling a story, relating it to life and God, and then quoting the appropriate scripture passages to read at the end of his story. He provides an additional insight which I find very effective.

Every Day a Journey
By William Struse
Who doesn’t love to explore a good mystery? The very word mystery calls to mind hidden things or secrets just waiting to be discovered. Without a doubt there is no greater book of mysteries than the collection of sacred texts we call the Bible. The apostle Paul in his epistles to the Colossians acknowledged such mysteries by boldly claiming:

“…to the acknowledgement of the mystery of God, and of the Father, and of Christ; In whom are hid all the treasures of wisdom and knowledge. (Colossians 2:2-3)

Today some of those Biblical mysteries are retold by bestselling author Johnathan Cahn. I must admit this probably is the most unique book I’ve read this year. Part daily devotional, part allegory, and part mystery, Mr. Cahn takes some of the most important principles, stories, and truths of the Bible and retells them in an engaging way which compels you to keep reading.

The format of this book is a 365 day devotional written as a story told from the perspective of a teacher and his student. Frankly, as I started this book I was skeptical about this approach but I soon realized that it works. The narrative kept the story moving so well and the subjects were so intriguing that instead of 365 days it might normally take to read this book, eight hours later I realized I had finished the book.

Now for those wondering if the title “mystery” doesn’t make the book sound just a little sensational I can tell you subjects discussed in this book did indeed do the title justice. This was a great adventure in some of the Bible’s greatest mysteries, the central theme of which was YHWH’s redemptive love as worked out through the history of the Jewish people and the promised “seed” of Yeshua, mankind’s salvation of YHWH.

As I read this book last night I highlighted some of the daily devotionals of special interest or profound insight which I intended to share later in this review. Well, when I was finished and I had read back through my bookmarks I realized that I had dozens and dozens so that it would be impractical to reproduce them here. Suffice to say this book is about God’s love for mankind and the many wonderful ways in which that love is expressed in Biblical record.

I will say there were a few stories in this book that I didn’t completely understand and there were also a few which I felt overreached the underlying Biblical truth but this may have been due to my own lack of understanding or some misunderstanding on my part. I gave up a night’s sleep to read this book and frankly it was worth every minute of it. I appreciated the message of this book so much that I will be purchasing a paperback copy to read as part of our family devotional. It will be sure to engender much wonderful discussion.

I would like to just mention just one devotional which really meant a lot to me personally. The subject of Daniel 9 and the prophecy of 70 weeks is a subject which is dear to my heart. On day 320 in his book Mr. Cahn talks about The Karat or the cutting of a covenant with Abraham and the “cutting off” of the Messiah. He makes some truly wonderful points in this devotional which many miss when discussing the topic.

Not mentioned, but also worth noting is that karath (cutting off) is first mentioned in the Biblical record in regards to Noah and the destruction of mankind. There the waters karath mankind because of their sins. Nearly 1500 years later the Messiah was karath (cut off) but not for himself. Indeed he died so that all mankind would not have to perish. In any case this is a wonderful Biblical theme which is worthy of further discussion and reflection.

In closing let me say I really enjoyed reading this book. It was a wonderful journey through many of the Bible’s greatest mysteries. I didn’t agree everything Mr. Cahn wrote but the book has a wonderful redemptive message which really shines through. This is a book which will keep you thinking long after you’ve read the last page.
